From a dev perspective, the 'intended' method of approaching this - though obviously it's fine to go about it in many ways that's what the open-world game is for! - is to, after having once won the Election and then received the big reveal, to return to the beginning and hunt for evidence to prove that fbzrbar vf ylvat nobhg jung unccrarq gb lbhe sngure . Because normally if you try to investigate that, all three of your options of what to say about it are clearly wrong, which you the player know because you've seen the main ending. 

There are MANY pieces of evidence scattered around the game that you can use to give you an idea that something funky is going on and thus unlock the extra dialog option which sets you on a new plot direction, as long as you uncover at least one of those clues before you do the investigation. If you follow only that thread, you will arrive at an exciting event with a whole bunch of Bad Ends in front of you, which will then provide clues about what other information you need in order to get past it. (And once achievements and ending-graphic-collection are working, you'll have to do that at some point in order to see some of the variants.)

if you're interested in updating this guide, I've found a path to getting there on the latest update (0.7.21)! Your guide & the dev hints was super helpful getting this ending lol; I had gotten to turn 27 on accident before and was very determined to figure out ubj gb orpbzr n yhzra. It definitely could use some work to be better; the final vote is exactly 17 by I'm pretty sure sheer luck (I was so focused on turn 27 that I forgot to think about everything after it whoops)

I managed to take down my father but lose the election or come to a draw. I just want to put this out there - can we possibly have an ending where we can actually choose to turn things around by force with the help of the Eternal Radiance? This option has been alluded to in both of these conclusions and I’d love to see it actually happen. It makes no sense to still fail the game knowing I have this power at my fingers, and would make a great evil ending. Also - would love to see a way I can arrest my brother and still get info from him about the Eternal Radiance. I kind of wondered where his loyalties lied considering in other endings, he immediately cut me off after receiving/not receiving the crystal.

Hmm, okay. I am struggling with this a bit. 

In a previous playthrough, I had managed to get the scene where you can hfr fpvrapr xabjyrqtr gb vairfgvtngr Qentbpra'f qvfnccrnenapr, but since I didn't have the necessary hints, all of the possible responses were wrong (as outlined above). I had also managed to eraqrmibhf jvgu Infuxbg, but I'm not sure how to orpbzr n Yhzra orsber gur rcvybthr. 

In my current playthrough, I did qvfpbirevat gung Mbenan vf n Abina pybar, but because I didn't get the chance to vairfgvtngr uvf qrngu, I got no closer to activating whatever's supposed to happen on turn 27. I got the opera, as usual. 

What turn does the missing event happen in? What are the prerequisites? Is it affected by Mazarin or Esmarai? I'm not sure why that option didn't even come up.
