I don't see it as "contradicting rules". The rules tell you to do something, not to not do something. As in it told you to cut X wire if Y condition meet and A when B meet. B condition meet and you cut A wire. Another rule told you to just cut X wire anyway. This is not a contradiction because the first rule do not said something like "do not cut X if Y condition not meet".
But I get what you mean. Making you feel that way is my fault.

Condition can be meet before you read its instruction. As in, an instruction telling you to remove something but you already remove it. Your action here should be to not do anything.
The other case are if the thing the instruction telling you to interact with do not exist, you do not interact with it, because you can't.
I'm doing this because I want the player to feel some pressure when they decide to skip time. They will have to wonder if they have meet all the conditions. If one instruction = one action then the player only need to count their actions and the skip time to 5 second wait become meaningless, should just pass the moment they meet all conditions.
mechanic of the game is solid. The game need some balancing. In the later stage you can just run stay in the middle and only make minimum movement to get potion. It also feel bad to not being able to throw out your gun to get new one, like having an AK on the ground but you have to use up the pistol first to get it. Projectile start far enough away from you that when there are enemy right in front of you, you can't hit it.
