Using outside code and stuff

So I read the FAQ but one thing I don't fully understand is whether you can use reusable code.

Can you not use it at all, or can you under certain circumstances?

Eg. (hypothetical) say I was making a racing game, but I had no idea how to make the other cars ai during the jam, but I remember seeing a github thing with the code necessary needed to make that. Could I still use it, or not?

From the rules

"Music, art and programming must be provided by the people entering the jam. This is to encourage teaming up with other users to make the best game you can!"

So I'd say that's no to your hypothetical question. It's fine to use references, but you shouldn't be able to just rip large amounts of code from an outside project.
