Hello! I'm an artist and I want to participate in my first Game Jam. I do 2D art digitally and traditionally. I'm also super down to work on narrative stuff. I've sleuthed through Reddit and the Questions here, but I'm just a little confused on how I find a team or find people who want to partner up with me?

You could offer your services in Indie Game Collab Jam which as the name implies, requires collab.
