A couple of questions (possible but not certain bugs), having taken a quite different route through the game to usual, on version 0.7.18.1:
Is Dragocen's royal portrait (visible in the Turn 1 starting sequence and one of the Cautious mood activities) intended to have a constellation tattoo? My understanding of the lore is that this is something Myrkkans receive on becoming adults, for religious reasons. If Dragocen is old enough to have had an adolescent daughter at the time the portrait was presumably painted (given it's there at the start of Turn 1), Dragocen would be expected to have undergone the Myrkkan adult initiation rites at some point. (If there's a spoiler about Dragocen's beliefs being different, the imperial portrait artist was trying to make an aesthetic statement or some other in-game reason exists, however non-spoilery, please put that reason in rot13 or something - adding lore would be an equally valid solution for this as changing the image, and potentially simpler at this point).
I'm also not sure if this sequence of checks that appears whether Branekka is asked about the weather at the Heru III reception is intentional, coincidental or a bug. It's the first time I've seen any check of the same area not be presented in ascending or descending order:
For the Dragocen question - that's just the result of the filters that were run over the portraits to make them into vague painted background portraits rather than looking like people on a viewscreen. They almost lost their faces entirely, really - if you look, Milania has no nose and Dragocen's features are barely hinted at. That, plus the angle and the lighting, make it very hard to pinpoint details, so the tattoos he would have simply aren't visible in this display. For Branekka - that looks like you may have been using Skip to progress rapidly through the text and therefore you're seeing the checks from many different dialog lines all at the same time. There are multiple Empathy checks throughout her conversation and that's what you'd get if you were zooming through and only stopped at the 'can't tell how she feels about you' line.
The Dragocen explanation makes a lot of sense. Vs n (erny-yvsr) zhfrhz unq cnvagvatf qvqa'g ybbx yvxr cnvagvatf jura gurl jrer fhccbfrq gb qb fb, V'q or qvfnccbvagrq. Vg fgnaqf gb ernfba gung gur Urnirayl Cnynpr'f ehyref jbhyq rkcrpg gurve cnvagvatf gb or cnvagreyl gbb. :)
I wasn't trying to skip the Branekka dialogue, so I will try and test that more carefully next run in case I clipped the scroll wheel or something (since the scroll wheel is set to rollback/roll-forward on my computer, thus having the same optical effect as a temporary Skip function).
