Ethexae has an opinion meter, just like every other Elector. That opinion changes on quite a few different actions. As far as I can tell, if Zorana is repeatedly taking actions that are not in accordance with Ethexae's expectations about how a Myrkkan Empress should act, a successful quest won't result in recruitment. Without dropping spoilers, some actions are very much more influential than others.
The quest is, however, important to Ethexae's opinion - play badly enough, and even behaviour that supports Ethexae's expectations elsewhere will not save the situation.

My latest run, as well as confirming several bugs fixed (and one bug outstanding), I think I found a pair of typoes:
Week 3, if selecting "You're glad he's gone", the second screen reads, "If Vashkat were still around". I believe this is intended to be Voshkat.
I apologise for having missed this multiple times on previous runs.
When doing the personal quest for Robe of Ice, after selecting the "Galactic" option, there is a test. If Zorana fails the Demolition and Intrusion checks, but passes the Layout + Repair check, the "splits" in "it's a few splits work" would be "splits' ", since it is possessing the work. It is the first time I've got that particular check combination (and if anyone else wishes to explore this pathway, the justification for Layout + Repair being a pass is a lovely bit of character-building).
(I checked the credits screen and my name is definitely correct on there. Thank you for finding space - and time - for everyone on the credits).

Context: on Tharkas I's social choice selector, pressing "random" may sometimes attempt to activate something unexpected. This appears to be a music lesson from Oberod. This would make more sense except that:1) Oberod was voting for someone else at the time.
2) Music lessons are not a known Oberod speciality (that's a different character's department).
3) Characters don't generally offer any lessons without a motive.
I think that if additional information about factions is going to be revealed, the logical time and place would be when a negotiation fails for reasons that would not be immediately obvious from things the Elector has said or is discoverable about them (e.g. an Elector not voting for Zorana because of an assumption that an Investigate Elector would have dispelled wouldn't count). An intuitive feel that certain Electors are affected by certain actions is useful to acquire, but you've done a good job of that already by the way you've characterised the Electors. Bonus: some of that characterisation is available to all Zoranas via the history of a specific run, and a fair bit more to many Zoranas through investigating Electoral backgrounds. I certainly couldn't name all the factions, but once I've met, investigated and negotiated with an Elector, I feel like I have a good idea on what is likely to influence that Elector and how. I feel like the factions are as much to ensure consistency of characterisation (to support what is said about each Elector from sources the player has) as it is about dropping hints to the player.
(Ethexae is the Elector that jumps out at me as someone whose reasons for declining Zorana post-quest are sometimes but not always obvious. That said, obscure motives are part of her character, especially from the viewpoint of someone low in skills/knowledge she thinks are important. So even if you go down this route, it wouldn't be necessary to use the same skill each time, or even for it to be possible with every Elector).

Sidenote: I like the "Crash ignored" bug icon that appears in the title screen after I tried ignoring the bug; it's cute and helps me to remember to concentrate on actually reporting the bug instead of experimenting with ideas for my next game run.
Please could you tell me how I get the history across to you, so you can see exactly what path I took to get to that state? I've tried saving the log but it doesn't appear to include the history, only the loading details.
I'm willing to send the save file itself, but am aware that copying saves between different people's installations is deprecated in current versions of Ren'Py for security reasons. I'm also willing to compose and send a document that documents what happened on a step-by-step basis (primarily that would be useful if you wanted to see the changes in popularity rating from the Imperial+ surveys I kept doing during the run, since neither the history nor the save file necessarily saves that in a convenient format for bug testing).
A different run indicates that some Electors can change their votes back to you if doing certain options that are still available and if their opinion of you is high enough. However, they are the sort of things that would make sense to enable a vote change even in the context of a denouncement essentially meaning the Elector won't vote for you. My specific example was Vkvy jnf qrabhaprq ohg gura jnf jvyyvat gb ibgr sbe zr svsgrra gheaf yngre jura V nterrq gb trg ratntrq gb Ynhsva. That certainly isn't something that would sneak up on a player and surprise them at the vote.
Some Electors have a lot of enemies. If you happened to do those ones near the beginning of the run, then denounced a bunch of their enemies, that could have raised their opinion enough to change their mind and go positive again. If you've made other decisions they like as well, that would increase their opinion too (there are a lot of plot decisions that inevitably will affect what the Empire thinks of you).
I suspect that a denouncement which has special attention in the plot may be a true baked-in "will never vote for you" (for example, kicking someone out of a reception in front of everyone after receiving specific incriminating information). However, I'm not sure whether a standard denouncement completely locks out the . I think the most effective way tr troubleshoot this might be to pick up a high-Media person - and then have fun denouncing everyone else, getting Empathy built up as high as possible. It would be an enjoyable run regardless of the result!
