Sorry for the confusion. During the validation period the default tax rate may show up in some calculations on the payout breakdown page until a staff member can confirm the validation and recalculate the earnings. A payout will only ever be paid after tax your information has been fully validated, so there’s no chance of it being paid with an invalid withholding rate assuming you’ve correctly entered your information.
Hey leafo, thanks for taking the time to reply. I see the withholding rate is now zero, so thanks for taking care of that. The question now is, how long should I expect for the rest of the re-validation process to take? I would assume that it would be pretty quick given that it's simply the same information I entered the first time I registered for payments a few years ago.
I am having the same issue as you, I have two payouts under review for over 40 days combined. I contacted them, they informed me that I had to renew my tax information and reply to their email to inform them that I submitted a new one, I did exactly that 10 days ago, but so far I have not received a response.
Same problem here. 36 days in review, 26 since I updated the tax info (no warning signal, I just noticed it when the money decreased suddenly because of the 30% withholding), I've already sent two emails to support service without answer... Well, at least now I know it can take about 38 days to get solved. Thanks.
Same here, my 3 payouts are locked in review since 23, 29 and 54 days now, yes 54 days..., without any answer from the support after many mails...
I'm still waiting for money of the October purchases...
My taxs information seems to be OK and I can't modify it

The real issue is that support doesn't answer and even doesn't give any explanation on the situation, mentioning what could be wrong or why it takes so long. It's a lot of money and as my main income, if I don't get paid, if I can't pay anyone, nor repay my loans nor do anything. I'm in an uncomfortable situation. It has a direct impact to developers
