It looks like a possible interesting concept, however there are lots of buttons and moving things to figure out/remember for a game jam. Usually games with this much going on, teach it to you over a meaningful amount of play time, not front load it all inside of a minute or so (which is how long a game jam tutorial often is if there is one).
The game also felt like it was fighting between being some sort of flight simulator of which the physics were odd and a city planing/building system, which was hard to experience to its fullness given the flight simulator bit + the number of controls/systems going on.
It looks like you have some really interesting ideas, some play-testing and experimenting will take you a long way to getting an interesting game.
It took a minute to get used to that, the tutorials were a bit confusing, it kept saying I did stuff when I hadn't done it successfully, I was just spamming keys, also the building tutorial if you aren't quick enough you cancel out the next tutorial lol. Overall it's a neat little game, trying to keep everybody alive while you build the ark. The one thing which made it a bit more frustrating was the Co-ordinates on the info screen weren't correct, at least for some cities, so I just ended up flying around until I found one, maybe a minimap would be cool? Good effort dude!
I agree on the minimap and the tutorial and the player input for improving. I am thinking of that right now what i can do better for this game. and thanks for playing my game.
I found this game a bit confusing and complicated. It would benefit extremely from a smart tutorial. Great idea for the theme though!

I will look into the tutorial if I can make it better after the jam as well making it a little bit easier. I maybe planning for some more features for this game.
