1. Are fangames allowed?

2. Can they be demos or do they have to be "full" games in and of themselves?

3. Is Clickteam Fusion okay?  There seems to be very little, if any, actual programming involved.

I'd recommend staying away from fangames - purely to avoid any legal issues and to have some fun yourself coming up with your worlds/characters/storyline/etc :)

The game can be any size and even unfinished and yes, Clickteam Fusion is perfectly fine.
