I started a new game and powered through until the elven ritual. Nothing new came up for me, or do I need to travel to a specific place.
It triggered for me as soon as I finished the civil war arc and had both Cali and Ana. Cali's quest arc was also finished, at least the part that is currently in the game. This was with a save started in 6.5c.
I see, I skipped Cali's quest arc.
This shouldn't really prevent you from getting it
You might also need Zephyra.
