How can free games interact with fans of the game?

So I was happy to find out about the interact feature as a way to keep fans updated on our current game and future games. However, when I tried sending out an email, it wouldn't let me send to anybody because apparently you can only send to people who "purchased" your game. Shouldn't it be anyone who downloaded your game? We had over three thousand downloads with a lot of positive feedback from players. Our team is now in the midst of making its second game. I'm thinking that people who downloaded the first game would want to know about our second game, but because they didn't actually purchase it, we cannot communicate with them. Seems kind of unfair that we are being restricted because we are offering something for free. Is there another way to contact those who downloaded our game or are we out of luck?

Dev logs are a way, however overall it seems to be much harder to get stuff out there to people to see you've updated stuff. One thing you can do is potentially add a donation only version or perhaps a soundtrack to those who have donated so that you can reach your hardcore fan-base who have paid a bit easier.

I'm not sure how many people actually pay attention to Dev logs. The game was a game jam game so we didn't want to ask for donations. Nevertheless, it seems like that is the only way itch.io will let us contact people who like our game. I guess this encourages game devs to charge money for their games, and we hope to one day do this for a living. However, at the moment we are just trying to build up a base, so this restriction makes it difficult. Thanks for the response, though.

We don’t reveal email addresses or let you email directly people who download or interact with your game, that would be a huge violation of privacy and spammy emails. Instead, we recommend that developers encourage their players to follow their itch.io accounts. Digest emails containing devlog posts are automatically sent to your followers (unless they have opted out). You can mention on your page that you will be pushing updates and recommend that anyone downloading should follow your account.

So I am confused by this. If you say that you do not let game devs directly email people who download our game because it is a huge violation of privacy, then what does the interact feature do? When I click on the interact tab it literally says:

 "You can contact those who have access to your game by writing an email. Be mindful of spam, recipients can unsubscribe from your emails.  You can send at most one email per day, please double-check & preview your emails before sending them."

The only thing is that it will only let you email people who have purchased your game, not only downloaded it. Does that mean  if users purchases a game it is not a privacy violation to email them but if they download a free game, it is a privacy violation?
