its a good device to add to a game. the concepts are ok. the writing is very rough, unfortunately. and, the gradients behind everything is eye-bleeding. with that said, you really cooked. i think there's a very solid core here, like i could run it and i think itd be ok. it needs more proof-reading. good show! 

you gotta roll a lot beforehand for something that could easily be ignored, but I think there's something really juicy here. I immediately wanted to roll something up and prep a little bit for some players to pick thru

Maybe a dumb question: What do you mean by "unleash" the wiped memories all at once? Like returning the memories to everyone? Im not sure what youre getting at in particular and would love some insight before I run this!
