Not sure if your first page is an intro or part of the rules (it seems too essential to the mechanics as an intro), as symbols and numbers do count as words.
If first page is part of the rules, dice requirement can be moved to the subtitle ("A folk horror analogue roleplaying game played using a D12"), then you can keep the 12 words to:
