Sorry, but I don't get it.
You suggest that I should give PC bigger reward when they roll 1/6 and guess it, than when they roll 3/4 and also guess?
Because rules as written only give punishment for not guessing correctly.

A get "creating magic moments":
Player close eyes.
Player roll a die.
And when player get revelation about die value, PC gets revelation about strange thing.

But. If I am correct...
There is no mechanical or roleplay reason to choose specific number. So over a table player have choice:

| 1 or 6 | 1/6 | 2/6 | 2/6 | 1/6 |
| 2 or 5 | 1/6 | 3/6 | 2/6 | - |
| 3 or 4 | 1/6 | 4/6 | 1/6 | - |
So without any risk/reward mechanism, or roleplay reason this is "not a choice".
