Use of the limitation
The cows that have escaped are the consequences of everything going wrong. Also, the more you managed to progress through the levels, the more cows there are to catch. At one point there are simply too many cows to handle.

The only thing is it took me a while to figure out how to change the direction of the fences and even then I sometimes got them the wrong way. So maybe a preview so you know which way it will face before you place it? But great work.

The fences are placed perpendicularly to the character's direction. So, if Sandy is turning right or left, the fences will be vertical. If she is facing up or down the fences will be horizontal.
There is a little bug with the position at witch the fences are placed because they sometimes are 1 cell off.
That will be fixed after the jam's end 🐮💖
