I love this, it gives a vibe similar to City of Heroes/Villains, due to the customized nature. As others already mentioned as well, I think Warcry dice mechanics are great, and how you implement it here is stellar. Would love to see if you'll add more thematic narration and tweaks in the future :)

I'm a bit confused on how the attack works though, I assume we roll Subtlety for shooting and Power for melee? And for shooting, the wounds given are determined by Power, does it mean for S 1+ the damage would be 6+?

theres an errata about the subtlety/power thing. Subtlety is to hit and Power for damage, the "+" in power shouldn't be there. but anyways I didn't have time to playtest it so once I revise it I'll see what works and what not.

Gee, this will probably be a mess. I didn't have time to playtest or balance the numbers so there might be some game-breaking mistakes.
My first aim regarding the theme was to make a dragonballish skirmish game, where the buildings get destroyed etc. That in turn might work for or against your objective of saving/killing civilians

I thought I explained in the comment.

The destroying building mechanic provokes that civilians near to that building will be injuried, when you use a melee action, several units might be propelled, destroying buildings on their path.

I also "stole" the initiative dice mechanic from warcry, which serves both to indicate who goes first and the same dice can be used later to activate powers,

Also, the stat changing from honey heist: there's really only one stat that translates into a spectrum of 2, and it may change during the game.
