Who put all those clocks out there?

To be 100% honest, I was totally confused for the first 15 minutes. But once i saw the answer to the puzzle at the very beginning, it felt like freedom. :)

Really liked the mood and the concept! I went around for fifteen minutes following the various red clock hand (if it is intended to do so) but I just found other clocks. Am I doing something wrong?

And, is there something in particular that inspired you?
