Can the submission be made before the jam starts?
Iceder, sometimes people don't care about the theme (seen it happen in the GGJ2020) and just want to show off their abilities. However, Rona is correct @bost, you can't submit any Game Jam entry before the start, or even within the first hour of the start. It would be ridiculous and fraudulent.
The idea of the game jam is, that you wait until the designated time, then hear the theme. Make the game idea, make the game, and make sure that everything is within the perimeters of the jam and THEN submit it. If you were able to do it before half time of the jam, you would simply be a fraud most likely and be disqualified.
What you can do is already design on many things around whatever game you are going to make:
Engine, style (2d/3d/pixel/story/drawn/minimalistic/isometric), team or not, genre (if the theme allows), atmosphere, etc.
Make sure you got everything in working order and when the moment is there to start, you don't have to think about that anymore. Basically put your needle and thread ready and wait for the moment you are going to sow the lace, leather or felt together.
