I really enjoy a good steam punk game and you have come up with a really nice setup here.   I really enjoy the setting and feel of the Steampunk Adventurers theme. The mechanics are  fairly simple  and the random gadget mechanic is neat. I am having a hard time figuring out what the purpose of the stats are? I can't seem to find them referenced in any meaningful way anywhere, outside of Vigor increasing AC, are they meant to be added to the 2d6 action rolls? This along with little clarity on what ATB is (had to get to the actions section to realize it meant Attack Bonus)  could be tweaked maybe.   I think there are a few places where formatting is causing some difficulty, specifically in the Hardware tag list, because of the alternating bolding I had difficulty figuring out what the groupings were.  Also the background art makes some of the paragraphs a tad bit difficult to read, just a bit too busy.  Overall you have set up a really fun sounding world to play in, and a good base mechanical structure, that needs just a couple wording tweaks to be great.
