Pico-san is our friend + helps draw sprites for PizzaKidd, so of course we're huge fans of his work. His dots are def second to none—honestly the closest you'll get to modern-day "CPS-III" level quality in our humble opinion. His dynamic figures and forms are superbly crafted with each dot meticulously placed—nothing short of sinuous beauty.
