This is Fate perfected, in my opinion. It's exactly what you're looking for if you're looking for a game system that is lightweight, adaptable to any action genre, and narrative- and character-driven. I do think it's still a bit hard to explain how Fate works without diving right into play, but that's a minor weakness of the whole product line, not this edition in particular.
