Not sure if it's just me or anyone else has encountered the same issue. It's my first time uploading my game, and I tried to upload a cover of exactly the format suggested (630x500, PNG and GIF). After the progress bar finishes, it just shows this loading icon forever. And when I check my project outside, it still does not have a cover.

Yes, as explained in at least one other topic, there's a temporary outage involving the image server. It should resolve itself in time if it hasn't already.
