No, more likely that's because you can't rate your own games. Please don't try to use a sock puppet account for that purpose.

Not All Game have a rating feature,it depends on the game developer whether enable rating feature or not

I’d forgotten this is an option so looked it up. Developers can choose to remove the rating feature on each project.
