How do you get Jean in the current version of the game? Usually she joined somewhere around the Mayor elections or shortly after. Currently I'm way further though, namely I just finished the elven story line and already am on several of the character quests. 

Jean is now a character of Act III.  Apparently her earlier introduction from Myr was a stopgap before the story progressed.
