When I go to payouts, I only have a PayPal option, however, from this issue, I am under the impression I am supposed to be able to get payouts through Stripe. How do I set this up?

We don't support doing payouts through Stripe. Stripe isn't designed for something like this since they do not allow us to fill the account. The only way to get paid by Stripe is to disable the payouts system and use direct payments.
