Do demos count as "releasing a new game"?

Mainly talking about the new games list, do demos count into those?

If you set the game page to public, then it counts as being released. It doesn't matter what files you've uploaded to it, or even if you uploaded any. That's why you shouldn't set a game page to public until you're really ready to do that. If you then want the full game to also count as a release, publish a devlog to go with it when it happens, or else make it a new project.

I've seen leafo say in another thread that the game appears on the new games list the moment you first upload a file. Was that changed?

The game is considered new the moment it's set to public. To actually appear in the new game list, it needs to have a file uploaded. If you first set it public and then upload a file, it will appear in the new game list... but according to the publication date, which is now in the past.
