Download the zip archive, unzip it into a folder convenient for you... go to the pa08_0017 folder, then to WindowsNoEditor and open the Votv launch file.

Do a quad back-flip into a somersault into a flip jump and lastly a pirouette all while having a large fancy dress, then and only then shall the game open and one wrong move will make you have to redo and reset the ritual by watching the entire extended cut of the lord of the rings and do all of it over again.

I downloaded it from the itch.io app and trying to launch it just opens a folder and theres no zip file or exe

Don't download from the app. It messes up the download. Download from the link on the games homepage and use the app "7zip" to extract the entire file structure. It should have a folder called "082c_011" or something and you drag that into a folder where you want to store it then you can open that folder and the folder inside of it and you will see the games .exe file.
