Setting up financials

I am getting ready to set up my games for sale on Itch.io

However I can not make heads or tails out of the financial aspects.

How to I 

1. connect it to my Paypal account

2. Set up my tax interview status.

I know these are rather basic questions, but I am having a devil of a time finding links and instructions.

Do you already have a paypal? Have you ever paid taxes? Also, are you located in the U.S.?

When I went through the initial process of setting everything up, it was a bit confusing but I managed to figure it out after a few tries. If you're still having problems after multiple tries it may be a weird fluke that a staff member can help out with

I have went over that page repeatedly. I am understanding some but not all. When I do the tax interview, it lets me fill in  all my date. but when I click submit, it does nothing. Here is my problem.
