i live in italy and i can apply to get them but when it asks me for the TIN, which in italy is the Fiscal code (codice fiscale) it then says "DO NOT ENTER YOUR VAT / GST / SALES TAX identification number" and i dont know what to do next

Were you able to make any progress on the issue? Are you saying you're entering your tax identification number, which is not a VAT or sales tax number, but it's telling you it is one? You must have a personal tax number or business tax number. The number you enter should not be the number that is used for VAT or sales tax reporting. Hope that helps.
