Yes it is. Your project page is public and appears fully functional.

If you mean "indexed", that's another thing. See the rules of this category.

You had to read them twice before posting here, and then tick a checkbox saying you did. Specifically, I mean the rule pointing you at the Search & Browse FAQ.

Yes. I have actually read this several times, and I thought I was in compliance. However, apparently I am not. And I don't know why. So I am asking, why is this work not indexed so that I can fix the problem, if possible. Thank you!

Several reasons:

it's a paid project; even if it's not your first, that takes longer;
as pointed out in lots of topics, the FAQ hasn't been updated, and it takes a lot longer than a day at the best of times;
as pointed out in lots of other topics, tech support takes it easy on the weekends. It's a weekend.
