this is my first time ever making a game, and would like to know where to even begin to create a game i'm planning.  what would be the best websites to recommend?

You mean, for learning? That's a big question. It depends on what you already know, what kinds of games you want to make and how much you're willing to learn.

yeah learning, practicing, creating. i'm new to the whole game creation, but im willing to learn any and everything on how to create a game. right now im brainstorming but i would like to know where to start.

Where to start making what kind of games? They're not all the same. Maybe with one of the big engines, like Twine or Ren'Py. Their sites have tutorials, examples and communities that can give you more focused advice on how to get started and make something good. Other popular engines are right here on itch.io, like Ct.js and GB Studio.

With apologies for the shameless plug, I've been building a game development site for the past 12 years. Book One was exactly about getting started; newer articles in the engines and adventure sections might help as well. Look around!
