Your PayPal account is unable to receive payments due to the error you were sent. You will either have to provide a different recipient account on your itch.io account, or contact PayPal to see if there’s anything they can do about your account.
Please do not post your issue on other people’s topics. If you have a report to make that needs to be escalated to admin you can contact support with links to the offending posts.
