Or you can also make people play a video game already created

I don't think that qualifies as a game jam (a contest where participants try to make a video game from scratch), but you can still host your "gaming contest" though you should probably post it somewhere else like https://itch.io/board/10017/general-discussion? not entirely sure.

It... depends on the jam? Which one are you in? If the rules are unclear, ask in the jam's own community, that's where the organizers are likely to see it.
