If I remove my first indexed asset pack and I publish my second assetpack afterwards, does it need to be reviewed again?

It shouldn't have to be, unless it triggers an automatic check for some reason. But the one you have hasn't even been indexed yet.

true, but that's why I posted the question. I already removed my first indexed pack. and the one that's up now seems to be getting reviewed...
