maybe try using different browsers: Firefox, Opera, Yandex, Mozilla, Edge and etc. It helped me when I tried to download it. But I don't remember which one did the trick =(
this is old, but as a general hint: if you cannot open a rar file with winrar it's often bc it's too big. try 7zip and it will work even with bigger files like these ones.
