Give it another go, when the cutter is positioned on a wire for cutting, a highlight shows around the wire.
If you hold down the left mouse button, it'll start to cut - if the screen shakes - stop cutting ! Try probing a different wire :)
Also you can press the space bar (or click) to shortcut/bypass the explosion sequence.
