Huh I would have thought you could at least report him. Even if there's no evidence. Then at least there is a report in the system so that if he keeps doing it you'll get a trail of reports to back you up if something seriously goes wrong. Guess you can do that in your country.

Welp, it's more like in consideration of our neighbour :S
Party B have known my neighbour for years and Party B's son is working there, so... yeah, to avoid unnecessary future problems/souring relationships, we've talked it over (also with the neighbour)and decided to call the police only when we've acquired definite evidence and if Party B continues to harass us x_x
