Have you checked in your collections page? The link to download might be there under the purchased games at the top of the page. Sorry if this sounds rude or anything, I'm just trying to help figure out a way for you to enjoy the game you paid for.
So, they actually did end up getting back with me and told me that The purchase actually didn't go through which is confusing to me. When I tried the purchase again it doesn't decline it or anything it just doesn't go through Due to the fact I have already made the purchase.
