I'd love to publish it on Steam but I'd like to wait until I know there's enough interest that I'll at least recoup the $100 fee.

I think you should give it a try. Shop Tycoon on Steam 3000 units sold vs Itch.io 11 copies, my other game Play with Me 40,000 units on Steam Itch.io 83 units. I think Steam has better algorithms (every year they increase the sale of games on Steam).

No problem. No, Steam works a bit differently. In short: focus on creating the game and Valve & Steam will find players for Your game, I said also Valve because Valve employees select the games they think can sell and manually promote them. But Yes I use keywords in the descriptions or even the title of the game (Play with Me: Escape room). Also, Steam = 120 million monthly active users, algorithms, promotional tools for Your game (in Steamworks) etc.
