Is there more to mooks than dealing one damage? it seems like you're supposed to be able to spend power on them to make them more effective but i'm not sure what effect that's supposed to be

Looks like that section got trimmed in the layout for some reason - Mooks deal one damage per player action, and that damage doubles whenever you spend a Power on them. They're one of those run-away-train style things that start off being weak but can quickly end up doing absurd Damage to the planet. I'll fix the missing section and upload a V2 in a few minutes, thanks for letting me know!

"per player action" meaning that after each time a player acts, the mooks come along and deal their damage? (In which case, the players of the example of play forgot to do this.) Or that a player can, as their action, say "I'm having the mooks all stab the planet, 2^Boosts damage"?

So if you spend ten power on mooks, they deal 2^10=1,024 damage per player action? 50 Power could be spent on "Eyes on the Winner" for exploding fives, or on making the mooks deal 2^50=over a quadrillion damage?

If I'm reading this right, 22 points spent on mooks would destroy the planet in basically two player actions. If I didn't misunderstand something, that seems like it invalidates any Ability that costs more than a few points of power?

Yeah that sounds about right. Mook Abuse is one of the quickest and most obvious exploits to beat the planet very quickly.
