I did want to make the whole police tracking thing a little difficult to understand at first, but here's a little hint for you. Suspicion rises over time, and can be decreased by switching your WiFi connection (done by clicking the WiFi icon in the bottom right of the screen) or clearing your activity logs (done through the Sinners Wheel settings page), sorry if that was unclear. Also yeah, I get that the whole picture thing can be confusing, but I did that mainly so players wouldn't accidentally by upgrades they didn't want because the button was too big, if that makes sense.
