Yeah, I talked to the mayor and he just told me to keep helping the townspeople, and when I talk to the gardener he just tells me he needs to get back to his garden.
I only have the two quests left and I haven't found any way to progress.

should I use a save file modifier?
Okay, I'll have to look into it, then. In the meantime, yeah, use a save editor. Make it so that the Variable 44 (item shop quest) is equal to three, so you can see the merchant and have the end of his quest. And if that doesn't work, change the variable 41 (main quest) to two, so you can see the mayor and validate this section.
