There's a variety of ways to make money. Lower end jobs are more just for when you start the game. I recommend exploring more and checking jobs with higher stat requirements, or trading for a better job to start. Alternatively fishing ramps up pretty quickly.

Also when you start the game the apartment is the most affordable option. The houses are more mid-late game options.

at the start if you take every flaw just to get "definitely not a vampire" you are left with just 2 points remaining or $20 could you fix it so you have at least $30 so you can afford the basic fishing rod and a ride to the docs so i can stop farming the swimming skill every time i start a new game this way

The janitor job at the police station has no requirements, and can give you some traits while working it. Extra money can go towards gaining skill traits at the Learning Center for trading away negative traits, but I'd recommend getting the apartment for the rest and shower buffs as well as eating vending machine food and using Feat points on Charismas. All to take the edge off the negative % for having all those negative traits. That's what I did anyway when starting my first play through going for Definitely not a Vampire, and I got rid of all my negative traits last I was playing.
