Does this allow you to zoom out of default value? I am looking to perhaps increase zoom in on foot, but when in a vehicle potentially changes to zoom out?

Hello. Yes, once you zoom in, you can zoom out to the default RPG Maker value.

Sadly, this plugin isn't gonna be able to do that.

Unfortunate, I'm not entirely sure but I did hear on a forum somewhere that apparently zooming out of the default scale is problematic?

Yes, that's due to RPG Maker framework. A tip is to start the game with zoomed in by like 1.5x, then allow your player to zoom out to 1.0x. this way, you get the best of both world.
