Yes, you can get it from the red-haired guy who hangs out at the Golden Bowl or at the eastern gate with red hair. You either have to have a good relationship with the poor, or by killing him.
- Is there any point in game in asking Tenet questions? I've only gotten generic answers for the things I tried so far and didn't notice a difference in game

Good to know that's how you can get the pendant. I already tried getting new dialogue from him before, but even trying again today while having 8 in beggars and 3 in robbers isn't enough to trigger anything.
I would have expected to get the amulet by doing quests for the robbers honestly.
Maybe add more than one way to get it?
