Same here. Unfortunately, a little research says this means there's an issue with the seller's paypal account... Which means Hugh has to fix something on their end.
I tried filing a support ticket with Itch. Apparently they copied you on the email, but this is something you have to fix on your end. You probably need to contact paypal, it sounds like they're blocking payments.
