This looks really neat!  I love the idea of two scales, that of the ships and of the island exploring.    Really innovative to make one player the "environment".  Would be even cooler if instead of rolling for wind and weather, the Environment player gets to pick what happens since they control the environment.  Great submission!

I think they do at first.

"When the Treasure has not yet been picked up by a Pirate player the Environmental player can choose from the list of weather effects, with the caveat that no weather effect can be chosen twice. However, once the Treasure has been picked up, weather must be rolled for."

I also loved the two scales idea and the idea of counting "crew" as health haha
