Were you at Myrkka I when you told him to report to the Palace? The fleet has to re-enter the map at Draug because that's the direction "offscreen" that they were but he should then head your way if you told him to, iirc.
I was at Tharkas III. Asking him to warp to the polar opposite of where he wanted to be stationed seemed like it might have annoyed him in hindsight, especially when he outright refused to initially talk to me when I finally caught up to the fleet on Turn 13?
