I have a person in mind that I want to hire, but he is not registered on itch.io, will it be enough if I just mention him on the page of the future project for the game jam and in the project itself or do I need to register him somehow for the jam?

As long as the game is posted on itch, people from anywhere can work on it. Just the submitter needs an account. Always credit you collaborators of course.
