Here is an image of the time attack for “Industrial Hell”, for comparison purposes. As you can see here, I can see the full level rendered on screen including all the characters.

You're right, it's not supposed to be like this.
I've checked the Steam, Switch and PlayStation versions and they work fine. This is clearly a bug in the Xbox port.
I'll check with the publisher, as they're responsible for the console versions.
I'm not sure if you use Discord, but you can report it in the game's forum on their channel:

you have no idea how relieved I am to hear this! I sunk HOURS into this game trying to beat this level, thinking it was part of the challenge and this was just a more difficult 2D platformer…
I actually previously went to jandusoft.com and submitted a question about this via their “contact us” and they never got back to me. I am a big fan of your game (see photo) and want to 100% it. Any help here would be GREATLY appreciated. 
Unfortunately, I did not think to take a screenshot when I did this but it was definitely over a month ago. Here is what the form looks like on their site (see photo). I completed it, asking for help, and never received anything (was expecting some confirmation that they received my message but didn’t get anything).
